ANDALL R. RADER was appointed to the United States Court of Appeals for the Federal Circuit by President George H. W. Bush in 1990 and assumed the duties of Chief Judge on June 1, 2010. He was appointed to the United States Claims Court (now the U. S. Court of Federal Claims) by President Ronald W. Reagan in 1988. Before appointment to the Court of Federal Claims, Chief Judge Rader served as Minority and Majority Chief Counsel to Subcommittees of the U.S. Senate Committee on the Judiciary.
Chief Judge Rader's most prized title may well be "Professor Rader." As Professor, Chief Judge Rader has taught courses on patent law and other advanced intellectual property courses at The George Washington University Law School,University of Virginia School of Law, Georgetown University Law Center, the Munich Intellectual Property Law Center, and other university programs in Tokyo, Taipei, New Delhi, and Beijing. He received a B.A. in English from Brigham Young University in 1974 and a J.D. from George Washington University Law School in 1978.
John Whealan joined GW in 2008 as the Associate Dean for Intellectual Property Law. Dean Whealan coordinates GW’s extensive IP program, including its IP LLM program. Dean Whealan co-teaches two courses, Patent Law and the Federal Circuit.
Before joining GW, Dean Whealan worked at the U.S. Patent and Trademark Office (USPTO) where he served as deputy general counsel for intellectual property law and solicitor. Dean Whealan represented the USPTO in all intellectual property litigation in federal court and advised the agency on a variety of policy issues. Dean Whealan assisted the U.S. Solicitor General on virtually every intellectual property case that was heard by the Supreme Court between 1999-2008. Dean Whealan also served as counsel to U.S. Senate Judiciary Committee.
Dean Whealan received his Juris Doctorate degree from Harvard Law School. He has a Master’s Degree in Electrical Engineering from Drexel University and a Bachelor’s Degree in Electrical Engineering (with a Minor in Mathematics), summa cum laude, from Villanova University.
